He graduated as an architect in Madrid. He drafted the Málaga General Plan with the City Council in 1983 and received the National Urban Planning Award for the Málaga General Urban Plan. In 1986, he oversaw the rehabilitation of the Cervantes Theatre, for which he won the Europa Nostra Award. He received the Spanish National Urban Planning Award for the Málaga General Plan in 1985 and for the Alhambra Special Plan in 1987.
